DRAFT LAND MANAGEMENT PLAN EXPLAINED

 

The Qld Department of Natural Resources, Mines and Energy (DNRME) has formally requested a draft Land Management Plan (LMP) for the Mt Coot-tha Trust Lands from the Brisbane City Council (BCC). This is a key part of the process whereby BCC is seeking permission from DNRME to issue 21 Trustee Leases over 20 years, for a privately owned commercial adventure tourism ziplines development over part of the Trust Lands, land held in trust ‘as a site for a public park and no other purpose whatsoever’. BCC cannot go ahead with any development without this permission, even if their Development Application is approved.

The draft LMP usually would encompass the entire Trust Lands but this document is only for the areas where the development is proposed. A part of the Trust Lands is currently fenced into the Mt Coot-tha Botanic Gardens (the area of the Australian plant precinct and lake at the W end of the Gardens, where the proposed megazipline is planned to end). The Trust Lands are all of Lot 2, SP241566 and include the lookout and restaurant (see cadastral map).

 

BCC has to address in their draft LMP every concern about the proposed development raised by the community, including concerns related to the deed of Grant in Trust (DOGIT), where the land is designated ‘as a site for a public park and for no other purpose whatsoever’, and concerns about the impact of the proposed development on adjacent lands, including the main part of the Mt Coot-tha Botanic Gardens.

The draft Plan has to demonstrate a community benefit of the proposed use, and the proposed use must be shown to have clear community support.
